Candidate's Comments:
The following concerns were related to Iowa's Voucher Bill that was presented by Governor Kim Reynolds. I was not supportive for the following reasons. I agree that parents need choice and I am willing and able to help develop a Voucher Pilot program in Iowa that we can build on if it is successful. 1. The autonomy of Private Schools. Do we want the legislature to decide in the future that because our private schools took taxpayer dollars that they no longer control their curriculum or that they will be restricted in what they teach? For example, currently, we see that private pre-schools in our state are being told that they must accept all students and can't discriminate based on sexual orientation or religion. What happens when a family decides to sue a private school because they don't like the curriculum? 2. Many (not all) of our Private schools are not equipped or have the resources to teach some of our most difficult children. At this time they can choose which students attend their schools and there are no repercussions, this would change that, and could increase the cost of tuition on those families who are paying out of pocket. 3. When we pick certain school districts, which may have the largest population and thus more children with IEPs - we don't take into account that some of those issues are because of bad parenting. If we truly want to help those children, the ones who are struggling because of a lack of parental support, moving them to another school won't solve that problem. 4. Why don't we consider addressing specific underperforming schools with a mentorship program, pairing those schools with similar demographics and student sub-set who are successful to help guide those schools to be successful? I will be honest, this bill is being brought forth because of one particular school district, Des Moines. We can do several things to address the problems that they have - One we could break up that school district, the larger they are the more bureaucracy and larger problems with students. Or my other suggestion is that we create an ESA pilot program in Des Moines to see if see we can improve outcomes for the students that we are trying to serve with school choice. 5. I also question whether or not the public schools that lose a student due to ESAs could keep the property tax money and the federal funding.
